What is the 1033 Program? Section 1033 of the National Defense Authorization Act of 1997 authorizes the Department of Defense to transfer excess military property to state and local law enforcement agencies. The eligible agencies in law enforcement activities are government agencies whose primary function is the enforcement of applicable Federal, State, and local laws, and whose compensated full-time law enforcement officers have powers of arrest and apprehension. All DoD excess property can be used for counter-drug and other law enforcement activities with the exception of the operation of jails. This applies to all property acquired in the future or any property previously acquired through the DoD 1033 Program. |

Enrollment for July 1, 2009 to June 30, 2010 |

Annual enrollment fees are now due to participate in the 1033 Program from July 1, 2009 to June 30, 2010. Please read this memo regarding payment options. The application and enrollment forms for the Program are under the Application tab. |

Need to dispose of some 1033 equipment that you no longer use or is too costly to repair? Here are some guidelines to follow. - Contact the WI 1033 Program. All equipment must be approved for disposal.
- The Program staff will submit paperwork to LESO requesting permission to dispose
- If permission is granted, dispose of the equipment per your disposal policy.
- Some equipment may have to be returned to DRMO Sparta.
- If equipment gets torn, lost, etc, let Program staff know. It is a good idea to get it off your inventory then so you can request more at a future date.
- Good rule of thumb with 1033 equipment....it is better to ask for permission than forgiveness from LESO.

Changes to the 1033 Program |

When the budget for Fiscal Years 2007-2009 passed, there were some changes implemented into the 1033 Program. 1. To participate in the Program, each LEA will be required to pay a $500 annual enrollment fee. 2. Any freight charges incurred on incoming equipment will need to be paid for by the LEA. Please call us with any questions regarding these changes. |
